The Eddy County Board of Commissioners is requesting sealed qualification based proposals for Evergreen Engineering Contract for Eagle Draw Waterway in Artesia, NM. Proposals must be submitted to the Office of the County Manager, Eddy County Administration Complex, 101 W. Greene St., Suite 110, Carlsbad, New Mexico, 88220, telephone number 575-887-9511, no later than 3:00 p.m. local time on Wednesday, October 15, 2008 at which time they will be opened and distributed for evaluation. Proposals must be clearly marked B-08-22. The successful proposal will be awarded by the Eddy County Commission at their regular meeting at 8:30 a.m. on Tuesday, October 21, 2008, in the Commission Chambers, Room 211, Eddy County Administration Complex, 101 W. Greene St., Carlsbad, NM 88220. Proposal specifications may be obtained from the Office of the County Manager or on the website www.co.eddy.nm.us. The Commissioners reserve the right to reject any or all proposals, and in the case of ambiguity or lack of clearness, to determine the best proposal or to reject the same. The Eddy County Commission is requesting sealed proposals to provide engineering services for the Eagle Draw Waterway and Dam in Artesia, NM. Proposals must be submitted to the Office of the County Manager, Eddy County Administration Complex, 101 W. Greene St., Suite 110, Carlsbad, NM 88220, no later than 3:00 p.m. local time on Wednesday, October 15, 2008 at which time they will be opened and distributed for evaluation. Proposals must be sealed and clearly marked B-0-22. A recommendation for award will be made at the regular meeting of the Eddy County Commission on Tuesday, October 21, 2008 at 8:30 a.m. in Room 211 of the Eddy County Administration Complex. PURPOSE

Eddy County operates and maintains the Eagle Draw Waterway and Dam. Eagle Draw is a flood control system located in northern Eddy County, Artesia, NM. Ongoing engineering services are required to maintain the waterway. The successful proposal will be responsible for continuous maintenance and improvement to the waterway. This contract will be for a period of four years. Specific contracts will be negotiated on an as-needed basis throughout the contract period.

RATING CRITERIA

1. Past record of performance on contracts with government agencies or private industry with respect to such factors as control of costs, quality of work and ability to meet schedules; 25 points
2. Previous experience of this nature including a minimum of three references with current contacts. 25 points
3. Proximity to or familiarity with the area in which the projects are located; 25 points
4. Capacity and capability of the business to perform the work, within the time limitations; (include proposed project schedule). 25 points
5. The volume of work previously done for Eddy County which is not 75% complete with respect to basic professional design services. (0 to -5) minus value

INSTRUCTIONS

Proposals should include five copies, not to exceed 5 pages each to be provided to the evaluation committee. The selection committee will include two commissioners, finance director and two members of the Eagle Draw Waterway.
