INVITATION TO BID
BID NO: B-08-28
The Eddy County Board of Commissioners will receive sealed bids until 3:00 p.m. on Wednesday, December 31, 2008. The sealed bids will be opened and read aloud immediately thereafter by the County Manager, in Suite 110 of the Eddy County Administration Building Complex, 101 W. Greene Street, Carlsbad, New Mexico, 88220, Telephone Number (575) 887-9511, for the Eddy County Government. The bids will be awarded by the Board of County Commissioners at 8:30 a.m. on Tuesday, January 6, 2009, in the Commission Chambers, Suite 211, 101 W. Greene Street, Carlsbad, New Mexico. Bid specifications may be obtained from the Office of the County Manager. The Commissioners reserve the right to reject any or all bids, and in case of ambiguity or lack of clearness, to determine the best bid or to reject the same. Questions concerning these specifications may be directed to Frank Weldon, Road Superintendent at (575) 885-4835, Monday through Thursday, 6:30 a.m. to 5:00 p.m. Specifications will not be given over the telephone or by fax. Sealed bids must be clearly marked with the bid number on the left bottom corner of the envelope.

All bids must be submitted on regular bid forms furnished by the County of Eddy.
All prices shall be F.O.B. North Eddy County and F.O.B. South Eddy County, and must be held firm January 1, 2009, through December 31, 2009.
Bid is for Hot Mixed Cold Lay Asphalt Concrete, Plant Mix Bituminous Paving Mix, and Plant Mix Bituminous Paving for North Eddy County and South Eddy County.
Bid will be awarded on an item basis.

ITEM NO. I: HOT MIXED COLD LAY ASPHALT CONCRETE
Aggregate shall conform to Asphalt Concrete Aggregate Classification "C", "Type I", with the following sieve sizes:

Wear for aggregates 40 or less. Soundness loss for aggregates 15 or less. All material passing the No. 40 sieve shall be non-plastic.
The amount of crushing shall be regulated so that at least 60%, by dry weight, of the plus No. 4 sieve material shall have a minimum of two fractured faces.
The Hot Mix material for cold lay operations shall be composed of a mixture of aggregate, filler, and emulsion (grade designated by the County of Eddy Engineer).
Aggregate shall be dry and heated to a temperature of 180 and 220 degrees Fahrenheit before entering the hot plant mixing chamber.
All pertinent Asphalt Concrete specifications per N.M.S.H.D. "Standard Specifications For Road And Bridge Construction", 1994 Edition, shall apply to this contract.
Successful bidder may be required to produce material under this agreement within 7 days of receipt of order.
Asphalt to be used will be HFE-300. Asphalt content will be 6.5% residual +0.5%, or as designated by the Engineer. Asphalt temperature will be as per standard specifications.
Hot Mixed Cold Lay Asphalt Concrete to be loaded into County of Eddy trucks at the vendor's plant.
Certified scales are required with a weight ticket required on every load.
Any increases or decreases on asphalt from bidder's supplier in excess of 10% will be passed on in identical amounts.
