Description: The Eddy County Commission is requesting sealed proposals for Facilities Plan for Eddy County, located in Southeastern New Mexico. Five copies of the proposal must be submitted to the Office of the County Manager, Eddy County Administration Complex, 101 W. Greene St., Suite 110, Carlsbad, NM 88220, no later than 3:00 p.m. local time on Wednesday, October 15, 2008, 2008 at which time they will be opened and distributed for evaluation. Proposals must be sealed, clearly marked B-08-21. Questions should be directed to Stephen Massey, County Manager at (575) 887-9511.

A recommendation for award will be made at the regular meeting of the Eddy County Commission on Tuesday, October 24, 2008 at 8:30 a.m. in room 211 of the Eddy County Administration Complex.

PURPOSE

Eddy County is located in southeastern New Mexico and takes in over 4,000 square miles and has a combined population of 51,658. Eddy County is unique in that it has two major hubs; Carlsbad being the county seat with a population of approximately 25,625 and Artesia with an approximate population of 10,692. As the county's population grows, so have the needs of the county and the size of government. Eddy County is looking at ways to consolidate and expand property while still maintaining individual departments to serve the taxpayers needs.

North Eddy County, Artesia, New Mexico, currently consists of a Road Department, a Sheriff’s sub-office, a part-time county clerk, a combined treasurer/assessor’s sub-office and a motor vehicle building. South Eddy County, Carlsbad, New Mexico consists of a road department, a courthouse that currently houses the sheriff’s office, district courts, district court clerk, and probation and parole office; the Eddy County Administration Complex which houses the county assessor, county treasurer, county manager and administrative staff; separate buildings for the Eddy County Clerk, Eddy County DWI program and Eddy County Emergency Management office. Eddy County government also operates a Detention Facility, currently a 243 bed adult facility for adult men and women and a 15 bed Juvenile Facility, in Carlsbad, New Mexico.

Areas for immediate consideration are expansion of the Eddy County Detention Facility, North Eddy County Sub-offices and South Eddy County administrative offices. Each of these is explained in more detail below:

A. Eddy County Detention expansion

Eddy County is looking for recommendations specifically aimed at expansion of the Eddy County Detention Center in order to add more beds for the female and juvenile population. The proposed expansion would facilitate up to 60 female residents and up to 25 juveniles. Recommendations may be for expansion of the current facility or a co-located facility. Expansion to the current facility must be compatible to the current exterior finish and design. Successful proposal should be familiar with American Corrections Association guidelines and keeping in mind that CYFD Standard requires that the juvenile facility or housing area be separated. Parking needs, public access and employee safety should be a priority.

B. North Eddy County Sub-offices

Eddy County currently operates a sub-office in Northern Eddy County, Artesia, NM. Future planning includes a remodel of the facility currently housing the Eddy County Health Office to include the Eddy County Treasurer, Clerk and Assessor and to include a drive-through window for taxpayers. Alongside the sub-office is the Eddy County Motor Vehicle Office which would also be included in the remodel.

Eddy County would also like to include future re-model ideas for the Eddy County Sheriff’s sub-office located on the same block which may be relocating. Parking needs, public access and employee safety should be a priority. New construction in another area of town will be an option.

C. South Eddy County Administrative Offices
