The Eddy County Board of Commissioners will receive sealed bids until 3:00 p.m. on Wednesday, December 31, 2008, and the sealed bids will be opened and read aloud immediately thereafter by the County Manager, in Suite 110 of the Eddy County Administration Building Complex, 101 W. Greene Street, Carlsbad, New Mexico, 88220, Telephone Number (575) 887-9511, for Fuel - diesel and gasoline for the Eddy County Government. The bids will be awarded by the Board of County Commissioners at 8:30 a.m. on January 6, 2009, in the Commission Chambers, Suite 211, 101 W. Greene Street, Carlsbad, New Mexico. Bid specifications may be obtained from the Office of the County Manager. The Commissioners reserve the right to reject any or all bids, and in case of ambiguity or lack of clearness, to determine the best bid or to reject the same. Questions concerning these specifications may be directed to Frank Weldon, Road Superintendent at (575) 885-4835, Monday through Thursday, 6:30 a.m. to 5:00 p.m. Specifications will not be given over the telephone or by fax. Sealed bids must be clearly marked with the bid number on the left bottom corner of the envelope.

SPECIFICATIONS FOR FUEL
FOR
EDDY COUNTY, NEW MEXICO
BID NO: B-08-27
1. This is a motor fuel bid for the Eddy County, New Mexico County Government, which will be in effect from January 1, 2009 through December 31, 2009.
2. All questions regarding this bid should be directed to Eddy County Road Superintendent Frank Weldon, 410 E. Derrick Road, or mail to 101 W. Greene Street, Suite 100, Carlsbad, New Mexico, 88220, telephone number (575) 885-4835.
3. The successful bidder must maintain fuel in the tanks in question either by making arrangements with the caretaker of that tank, or by the caretaker making a request for fuel, or if the caretaker of the tank requests automatic maintenance and fueling that is acceptable between the fuel supplier and the County.
4. Fuel Tank Caretakers are:
a. North Eddy County-Artesia: Robert Fernandez, Road Foreman, at telephone
number (575) 746-9540.
b. South Eddy County-Carlsbad: Richard Perez, Road Foreman, at telephone
number (575) 885-4835.
c. Sandpoint Landfill Fabian Gomez, Landfill Manager at telephone
number (575) 200-5641
5. Bid Price Adjustments: The bidders must state their fuel bid cost at the time of the bid opening, and name the refinery for which their bid is based. The low bid supplier must stay with that refinery during the term of this contract and may not switch from one refinery to another without the consent of the County Manager. Any increase or decrease in fuel cost to Eddy County must be in writing from the supplier to the County Manager. Attached to this letter to the County Manager, must also be an official notice from the supplier's refinery
that the fuel is being increased by the refinery to the supplier, and the new cost per-gallon to the supplier, or the cost increase to all suppliers.
6. The Bid Sheet attached to these Specifications must be returned to the County Manager by 3:00 p.m. on Wednesday, December 31, 2008. The bids will be opened immediately thereafter and read aloud by the County Manager in Suite 110 of the Eddy County Administration Building Complex, Carlsbad. Bids will be awarded by the Board of County Commissioners at 8:30 a.m. on Tuesday, January 6, 2009, in the Commission Chambers, Suite 211, 101 W. Greene Street, Carlsbad, New Mexico.
7. Bidders may submit bids for fuel for all the locations in this bid, or may just bid on certain locations only.
8. Taxes: Your bid must not include any taxes and loading fees. Since state and federal taxes are uniform in the state, they will be added by the successful bidder after awarding the bid an |
