Public Advertisement for Sealed Bids:
Sealed bids, in duplicate, addressed to the Honorable Mayor and City Council of Sachse, Texas, for: Salmon Park, Sachse, Texas, will be received at the office of City Secretary of the City of Sachse, 5560 Highway 78, Sachse, Texas, 75048 until 10:00 am on Tuesday the 13th of October, 2009. Bids received after 10:00 am on that date will be returned unopened.
The work includes: one (1) baseball field, parking lots, restroom/concession building renovation, sports lighting, utilities, earthwork, erosion control, irrigation, turf establishment, basketball court and associated park elements.
All bids will be opened at the City of Sachse at which time a tabulation will be made for consideration of the Owner in awarding a contract. Any bids received after the closing time will be returned unopened.
The contractor shall identify his/her bid on the outside of the envelope by writing: City of Sachse - Salmon Park. Bids shall be accompanied by a cashier's check or certified check, drawn upon a national or state bank, in an amount not less than five percent (5%) of the total maximum bid price, payable without recourse to the City of Sachse, or a bid bond in the same amount from a reliable surety company, as a guarantee that the bidder will enter into a contract.
Bidding Documents: A maximum of two sets of Plans, Specifications and other Bidding Documents for this project may be obtained by General Contractors and Primary Sub-Contractors from the office of Dunkin, Sims, Stoffels, Inc., 9603 White Rock Trail, Suite 210, (214) 553-5778, upon receipt of $150.00 (non-refundable deposit) for each set of plans, payable to the City of Sachse. Partial sets of drawings and specifications will not be available and the $150.000 per set is non-refundable.
The right is reserved by the Mayor and the City Council, as the interest of the City may require, to reject any and all bids, and to waive any informality in bids received. Selection of a contractor will be made on a best value basis on the following criteria: 1. the purchase price; 2. the reputation of the contractor and the contractor's goods or services; 3. the quality of the contractor's goods or services; 4. the extent to which the goods or services meet the City's needs; 5. the vendor's past relationship with the City; 6. the impact on the ability of the City to comply with rules relating to historically underutilized businesses; 7. the long term cost to the City to acquire contractor's goods and services; and 8. any other relevant factors specifically listed in the request for bids.
No officer or employee of the City of Sachse shall have a financial interest, direct or indirect, in any contract with the City of Sachse.
